Assistance for Small Businesses - Paycheck Protection Program

The Treasury Department has released the interim final rule for the Paycheck Protection Program.

For lenders wanting to become SBA approved, email your application to DelegatedAuthority@sba.gov. Include the Incumbency Certificate with Form 3506. To find your bank’s RSSD ID, visit the National Information Center.

Paycheck Protection Program: Instructions for Getting Started

This document outlines the three steps required by new lenders to participate in the Paycheck Protection Program.

SBA E-Tran

Any new users still must go through the security protocol to receive a user ID and password. That protocol can be found in these links. Create An Account • Update Profile • Setting Up Roles

SBA Lender Gateway

Lenders should create an account on SBA Connect, request authorization to the Paycheck Protection Lender Gateway by providing their Federal Reserve System or FDIC number as well as their authorization number. From there, they can proceed to the Lender Gateway to begin submitting loan authorization requests. The SBA has also established a lender hotline for those having issues accessing the E-Tran system. Lenders experiencing technical difficulties should contact the hotline at 888-572-0502.

Letter For Essential Workers

The state of Missouri has implemented a “stay at home” order valid through April 24, 2020. This order adheres to federal guidelines and includes financial services personnel as essential critical infrastructure workers. MBA encourages banks to use this template letter that defines employees as essential personnel and to share this letter with their employees. To access this letter requires a password to MBA’s website.

MBA Conference Calls With SBA, Legislators, Regulators Now Available

Recordings of the conference calls that MBA has hosted with REGION VII SBA Administrator Tom Salisbury (includes text notes of call), with Congressman Blaine Luetkemeyer and Congresswoman Ann Wagner and with regulators about coronavirus pandemic is now available online. Coronavirus Compliance FAQs and Additional Resources

The MBA Compliance Services team has received numerous compliance questions related to the coronavirus pandemic. In an effort to assist member banks, we have created Bank Compliance COVID-19 FAQs. We also have developed a Demographic Information Telephone Script that may be helpful to banks that are now taking applications over the phone.
